Peace throughout Sudan

Sudan has been plagued by internal conflict for nearly 40 years. A variety of complex factors, including race, ethnicity, religion and economic disparities fueled a 22-year conflict between the north and south and are also largely at the heart of the ongoing humanitarian crisis in Darfur that began in 2003. As a member of the Evangelical Lutheran Church in America (ELCA), I urge you to make peace throughout Sudan a priority. I am deeply concerned about the humanitarian crisis in Darfur and the ongoing possibility of renewed fighting between north and south Sudan.

In Darfur, the conflict that the U.S. Government has named "genocide" rages on. Innocent civilians continue to die each day due to violence, malnutrition and disease. As the most powerful country in the world, we must do more to help bring security and peace to Darfur. I call on you to act on your moral authority and use your political power to provide:

+ Security - Support the full deployment of the hybrid United Nations / African Union peacekeeping force.

+ Lasting Peace - Support the U.S. role in working with multilateral allies in negotiating a sustainable peace agreement between the Darfuri rebel groups and the Sudanese Government.

+ Aid - Provide more funding for peacekeeping forces and continue providing enough aid to meet the basic needs of those displaced.

+ Accountability - Support the International Criminal Court (ICC) in its investigation and action against those responsible for war crimes.

In south Sudan, implementation of the U.S. backed Comprehensive Peace Agreement (CPA) remains slow and peace is fragile. The U.S. Government must continue to demonstrate its leadership in ensuring the full implementation of the CPA. Specifically, the U.S. Government should prioritize:

+ Diplomatic pressure - Support U.S. diplomats in pressing CPA signatories to fulfill all CPA commitments, including those relating to troop deployments, border demarcation, oil revenue sharing and political representation.

+ 2009 Elections - The U.S. must provide increased financial and technical support to ensure the southern Sudanese are educated about the opportunity to vote in 2009.

+ Aid - Economic development in south Sudan is critical to ensure lasting peace. The U.S. should increase development aid, including that related to the repatriation of Sudanese refugees, in fiscal year 2010.
