Even though we face extraordinary challenges in economic policy, we cannot forget that we're also facing the biggest environmental crisis of our time – global warming. We must act swiftly and surely to save our planet for generations to come, and in the process, develop a new "green economy" that will create millions of jobs and reduce America's dependence on foreign oil.
That's why I've outlined six key principles for a new global warming bill that will move through the Senate Environment & Public Works Committee, which I chair.

1. Listen to scientists, not ideology
2. Set clear, achievable, and enforceable goals, with adjustments as necessary to keep up with the best science has to offer
3. Respect and honor the innovations made at the state and local level to reduce carbon emissions
4. Use a clear and public market-based system to reduce carbon emissions in the most efficient way possible
5. Use carbon market revenue to protect consumers, reinvest in green technologies, assist workers, businesses and communities in the transition to a clean energy economy, and address the challenges already brought on by climate change
6. Ensure that all countries do their share by providing meaningful incentives for the emerging world to reduce their carbon emissions
